Clearly times have changed since then because some ITV regions have a pre-recorded 6pm bulletin every day because the same presenters do more than one. As long as it's clear to the audience the content is repeated or recorded and it's not misleading or inaccurate, it would seem to be permissable.
Of course the difference between what ITV News did (and all channels, such as when BBC News repeated Newsnight for a bit) and what's seemingly happening at GB News is that the repeats were only in off-peak slots where there was less chance of any big stories breaking, not the case in the middle of the afternoon. But I had a look on Twitter yesterday and did a search for GB News, and though there were plenty of replies to their tweets, I actually didn't see anyone actually mention they were showing repeats. Maybe nobody noticed.
That’s interesting I don’t recall that incident. I’m not sure when Ofcom dropped that commitment for all news to be live, I wonder if there’s any requirements for any channel/broadcaster to do any live news. These days commercial radio news is routinely pre recorded at lots of stations, some BBC stations now I believe too? And also Sky News during the whole pandemic - and still might be - have shown their Midnight hour again at 1am.

And sometimes right through until 6am at various points during staff shortages!
I think there is a difference though between repeating content overnight to repeating it at 2.30pm in the middle of the afternoon of a fairly signifcant week of news.

GB News reminds me of RT UK which recently axed their UK bulletins to take the international feed from Moscow instead as they were also perceived as being different from the norm, but bar the die hard, it didn't make any headway into the British psyche.
Actually, I think it's the opposite, British viewers aren't stuck in their old ways at all, they're just going elsewhere for their news. TV News stations aren't on the way out, but starting a new one in a 1999 type of way is never going to succeed.
These days people seem to get their main news from the sources you mentioned above, and then top up with clips on YouTube or Twitter. No one has the time or patience to sit down and watch hours of some of the dullest TV ever produced in the UK.
There is one person, like him or hate him, that has a real audience/following on the station, but that's personal. It's nothing to do with GB News at all. If Farage leaves, most of his audience will follow.
With the exception of Farage, they seem to have a ridiculously small audience for both broadcast and online, when you consider how many platforms they're on. A testcard channel with music would get more viewers and probably more advertising revenue.

in the early days of gbnews it did say replay but that stopped and just a red bar covering it now

Yes, some of the audience figures are shocking. I used to get a bigger audience than some shows doing mid-mornings on a small-ish, local commercial radio station.
As for why people aren’t turning to them for news, well, it’d help if they broadcast some actual… you know… news.

I take it there is still no sign of GBN Radio? If it was just planned to a relay of the TV service (with radio ads) you’d think it would be a pretty good position to go now.

Well I’m not sure the regulator would see it like that, if it were still a rule/requirement. The guardian article quoted above was about the 5 minute long late bulletin, it wasn’t the 6pm 30 minute programme for instance but still it seems ITV we’re willing to report itself to Ofcom.
Of course in terms of serving your viewers and the credibility of your channel, there’s a huge difference in repeating programmes Midnight to 6am than at 2:30pm in the afternoon, especially during a busy day/week of news. It seems a strange move for GB News because they have presenters in the building.
I think it’s probably time they moved The Great British Breakfast back to the Breakfast bar now it looks more presentable. They probably quite happy with it looking like a budget GMB at the moment, but it looks a bit dark for a breakfast show.
First bit of studio standing presentation I've seen on the channel and it was certainly rather low tech.

Those two deliver as if they're on a commercial radio station breakfast show in a small town with little chemistry.
It appears the De Piero and Halligan show was a whopping hour long today with On the Money being repeated at 3pm for an hour.
That Farage/TGGB/To the Point set is absolutely appalling. It’s mad to me to think it got good reviews on here when it debuted but I think in comparison to the shambles of the first month or so of GBN, it must have been due to it resembling something at least of a news channel, even if that is more Big Centre TV than Sky News.
It’s like they stuck the receptionists desk and the screen in and just said “job done”. The fact the lower portion visible in the two-shot is just a black void (ITV Regions anyone?)
It has potential but they need to finish it off first.
