Looks to me like yet another news editor learning the hard way that satellite dishes on vans don't work very well in high winds 
I gather one of the BBC Locals found out the expensive way, not long after taking delivery of their shiny new VERV, that lightweight collapsible dishes and strong winds tend not to mix well.

Yes, even post-IBA they'd have received some alarm that the feed had been lost, of course Arqiva's control room will still today. I suppose the difference then was that NTL weren't the broadcaster like the IBA was, so as long as their equipment was working it wasn't their issue. That doesn't mean they'd not have escalated it though
Indeed. In fact I've got a feeling the phone call I received from the Croydon RoC was with an NTL rather than an IBA hat. I can’t remember at what exact point the ITV companies changed from being franchise holding programme contractors, to licence holding broadcasters, but that would have the point where transmitter faults became the direct concern of the companies. I've got a feeling it was in advance of Jan 1 1993?
The IBA was disbanded in 1991 in favour of the ITC under the Broadcasting Act 1990 (there's probably a date in the legislation), and it was the ITC who did the franchise round of 1991. The IBA didn't officially be dissolved until 2003 but IIRC the assets (such as the transmitters, the infrastructure and all that jazz) was transferred in 1991 as it looks like it happened quite quickly.

Mind you we're assuming it was a satellite link that failed in that video. It may well have been a 4G 'Live U' (Other IP cellular based link vendors are available) and there was sudden network congestion
The full version of BBC One having a technical fault going into a Wallace and Gromit short has surfaced online. (albeit in pretty terrible quality since this was a RM file from 2002)
This fault seems to have been much quicker than I thought it was originally, looks like the BBC just completely scrapped the short that evening without trying to fix the fault?
Wonder why that was? Was the problem a lot worse than first thought?

The short was about 5 minutes in length, so it was filler anyway. Besides, the sped up Wallace and Gromit theme works well with the dancer.s

ITV1 was just black for a few moments
ITV2, 3 and 4 however were all over the place, green flashing, glitchy picture, it took ITV2 and 3 until 6am to get back

Regards that itv power cut, I believe STV were broadcasting their own schedule, at the time, and so weren't affected by events on itv. I think there were problems when they tried to restore itv 3 and 4.

From memory this was before the Apollo was on the SIS/NEP Connect AnyLive fibre network, and the outage was actually caused by rain fade on both the main and backup sat trucks. Which, of course, was brought on by the fairly bad thunderstorm overhead.
