That is a great find, never occurred me to look that far back as pretty much everywhere suggests a 2003 change. So we now know that the new daytime titles preceded the introduction of the weird screen graphics with the 2003 set - making the latter's comparatively 'concept' look even odder.

Funny thing with that is that is at one time what I wanted to have my bedroom designed around. It had a similar shape to the footprint of N9 the old BBC World set. So in the two alcoves would have been painted red and the rest would have been painted cream with painted red 'panelling'. My mum blocked it only after seeing the images of the BBC World News titles (2000-2003) that I printed up from the old version of The TV Room to act as "monitors" that are embedded in the walls. Shame it didn't come to fruition, I would have been so happy. Living in a BBC News set.

To be fair, it is pretty much the only news set style I can think of that could also work as an interior design choice. But that's sort of a consequence of being in that interregnum between news sets no longer being just a desk and a backdrop and news sets largerly being screens and lightboxes.
I don't know if this has been shared before, but this Polish (though listings are in English) satellite TV wiki has intermittent listings for BBC World going back to the 90s including a few for WSTV.

This narrows down the date of the change to mid-September 2002. I think the 16th September was when the English regions (other than LDN and SE) switched from the blue and gold 'corporate' titles to the red and gold 'pulses' titles. But the titles do not appear to be linked at all, so it seems odd for them to switch on the same day.

Breakfast moved into TC7 in January 2008 (with the Six and Ten) to allow N6 to be upgraded for the News Channel. Breakfast and the Six remained in TC7 after the April rebrand, but Breakfast didn't adopt its version of the white and red look until March 2009 - so that background must have been used in TC7 for about 14 months (although I believe it is the same backdrop they used in N6 since 2006).

It was from the N6 era, and replaced the 'clouds' within a matter of weeks because it looked as though they were sat in a large walk-in freezer. :?
It was based on a selection of shades from the title sequence, which were themselves a montage of different sunrises.
I believe it was carried over to TC7 when they moved back into there.
