I don't see how one person could have access to both the BBC and ITV archives anyway - wouldn't you need to be an employee of them?
The ITV Archives site is used for archive sales so external companies can register for it pending approval. He would have put in a convincing enough registration to get approved though he’s clearly not used it as its intended. That or he works in TV and just put a TV email address in which would get you access quite easily.

I know I'm sending this thread further off-topic, but... if they are misusing their ITV Archive account (regardless how they obtained it), then shouldn't this account be terminated the moment ITV finds out - and likewise their YouTube channel?

Well ITV's commercial department are now aware of it.

No doubt they will be checking to see who has been logging into the ITV archive to view/download some of these shows. Most of these programmes are quite niche because of their age - there can't be many people logging into the archive to access them. And there will be a common link.
