They all have to start somewhere.

 I suppose I’m wondering why do they need to start at all considering the cost implications that are involved in having numerous employees.

Because Huw Edwards can't do everything.

I'm sure even your nearest corner shop occassionally has someone who doesn't often work there doing a shift.   Now upscale that to an organisation the size of the BBC and you'd expect new faces to crop up quite often.
