Is there some thing about the BBC charter which stops them doing some things that could be considered a campaign? Like the ad targeted at the Asian community, where they didn't show it but promoted it on programmes through the day and Adil Ray did lots of interviews etc
Guess it depends if a PIF is a campaign or not, and if something becomes not a PIF depending on where in the actual break it is.
