Considering the main UTV is largely an ITV branded channel these days, it shouldn't be that controversial. A few viewers expecting to see UTV Live and receive Granada Reports will be minimal. UTV post the bulletin on the ITV News website anyway.
I expect so few people are watching it that there won't be any controversy. No confirmation of it closing on Freeview where the +1s are nowhere near as hidden as they are on Sky and where more people will be watching so chances are they're just saving a bit of cash on a satellite service few are watching, same with ITVBe+1.
UTV has quite a lot if opt outs during the week, (Rare Breed, UTV Life, View from Stormont, UTV Up Close, Eamonn Mallie Face to Face, UTV Insight) etc with the Network programme usually after News at 10.
So by having Granada as the +1 feed, viewers in NI will see the network programme first on +1 before UTV main channel shows it!
I would have thought UTV+1 would have stayed being a Nation and not just an Engligh region which has a bigger neighbour region next to it so not a big deal if they get a different +1 feed.

Yes, you'd think another region could have been sacrificed first if needs be and it doesn't feel the right time to be scaling back their commitment in NI. Yes, the audience is small granted (and perhaps more noteable ITVBe+1 is being sacrificed), but just seems a poor move. How many +1 variants of ITV are there now?

If they want to have the minimal +1’s then why not just have one for England, one for Wales and one for NI. The rest can close to save space for HD channels to launch.

There are more profitable regions that others and they're prioritised. +1 channels literally only exist to make profit, they're not a license obligation or anything like that.
It's odd that the Granada region, which is a much smaller in size than NI, is more profitable.
I still think it's a bad decision and UTV+1 should at least be kept and perhaps another regions +1 closed.

So it's clear why Granada would be much more profitable.
Fair enough, I was going by physical size alone... which doesn't matter as they say! 
I am surprised about UTV +1. UTV +1 will still be available on Freeview in Northern Ireland of course.
I seem to remember that UTV +1 only appeared on satellite after the ITV plc takeover anyway, and there wasn’t another region available as a substitute in the past.
I think that the NI ads version of Channel 4 is the only one not to have a +1, on satellite at least.

STV Central has the same issue when STV North provide the bulletins, they get it in HD, but revert to upscaled SD when it comes from Glasgow. Just the same as animating Aston's when Cambridge broadcast pan-regionally though it doesn't happen as often as I'd expected when Cambridge started broadcasting full 1830 programmes.
Unlike most the other BBC England regional centres, which are still using Aston Green hardware for gfx, Cambridge are using Viz, hence the difference..

The BBC England technical infrastructure in the regional centres is almost exclusively SD still & at least 15 years old..
I'm taking the 2022 date as when BBC 1 HD be regionalised, (and thus you will be able to view your regional programme in upscaled SD, and not necessarily in HD) and NOT when all regions will be producing their programmes in HD
The regional centres currently opt themselves in & out of the network sustaining feed locally (in other words, the regional output of BBC 1 originates from each centre). The plan is to implement centralised opting (where the region controls the network switch remotely), but that project hasn't started rolling out yet either (to the best of my knowledge) - and this is the core of regional HD rollout.
