RTE have always cut back on their television news during the summer months, this is nothing new, and certainly not to do with Covid.
RTE way back in the seventies used to start their television day at 6.00pm in the summer months. By the 1980s, when they had 2 channels operating, RTE One used to never start until around 4.30pm sometimes even later.
RTE only launched a proper lunchtime news in October 1989 - their One O'Clock News, however come summer 1990 and for the summers of 1991, 1992 they axed the bulletin for the summer, with RTE One not kicking off until around 2.30pm. It was only in the mid 1990s that RTE chose to instead provide a shortened One O'Clock News.

I'd see that the RTÉ News youtube channel has gone through some upgrades recently with uploading their Youtube videos in 4K during the Olympics.
I wonder if RTE ONE gets new idents next year?

Elaine on Virgin Media One has been axed and replaced with Loose Women with Elaine Crowley also moving to Ireland AM on Fridays, Saturdays and Sundays.
