Ziegler in tomorrow's 'Times' states that the rollover might only be for two seasons 2022-3 and 2023-4 but indicates a third year might be possible, presumably this is to placate competition issues. He also indicates that the BBC deal for MotD is also included in this arrangement.

A good deal for the BBC considering the rights fee for highlights costs them more each cycle despite there being no real competition. Do ITV even put a bid in?

Not quite - it requires government approval to exempt it from Competition law. The government is "minded to" issue such an exclusion order for a limited period - i.e. this rights cycle - but has requested representations by 28 May:

If any other party feels aggrieved, therefore they now have a chance to lobby the government.

It's the 1945 slot - I know we've had a few of them this season but that doesn't sound much like it's going to please travelling fans.
