I mean, I would just say it's not the app causing the spike in transmissions... it is doing its job and doing exactly what it was designed for.
As for the contingency arrangements, these would always have featured as we emerge from something like this and its a testament just how little (relatively) has been visibly distributed (off camera is an entirely separate matter).

I assume the BBC and others in the industry will be applying for exceptions for their staff, as per todays announcement. Pending a negative test of course.
