I doubt they care what it looks like TBH, it's something they throw out to save money and probably don't really expect anyone to be watching.
Virtual audiences.
Obviously I know the reasons why programmes haven't been able to have a proper audience in the studio. But do we really need to see a grid of people with terrible Internet connections whooping and gurning into their low-res webcams instead?

Speaking of ITV Nightscreen. They've never bothered updating the design which was made in 2005. They do update it every now and then but it's the same design for the last 16 years. I honestly think they need a revamp like as soon as possible.
Is it still true that different music is played to each region, so it counts as “regional content/variation”? Crazy as it sounds, at one point I believe that was the case.

You have to wonder why it's there.
It's basically the equivalent of Pages from Ceefax. Cheap and easy and they're technically still on air. Apart from the probably minimal costs of licencing the music, whereas there'd be some costs assosiated somewhere else with programming of some sort.
