That won't be the case, it's not a surprise they've been preparing for it for a long while. Having playlists of sombre music on playout systems ready isn't exactly difficult these days, nor is having people working from home able to access those systems.
It's an editorial decision, I imagine the controllers of those stations are itching to get back on air. I doubt it will happen again like this next time

If as a radio station programme controller, you haven't asked your music scheduler to go through Selector and pull out ready, with anything which is slow/mid slow tempo and lyrics with no mention of death or loss - then I'd argue you haven't done your job properly.
