As far as I'm aware Suspilne, the Ukrainian public broadcaster, is not financially supporting the contest - so it is up to the BBC to find the money.
It will be a BBC Studios/EBU event, so there will be sponsors almost certainly who just don't appear on the BBC broadcast. If the host city is chosen purely on the idea of how much the BBC may or may not have to pay to host, I reckon Glasgow's got the best chance, with the Scottish Government probably eager to financially back a Glasgow hosting in a way that potentially Manchester and London wouldn't have the money to.

I get the impression from Government comments that the UK Government will contribute some funds towards the contest because they are keen for the UK-Ukraine relationship to be retained positively. With that in mind, I think any English City would be as feasible as Glasgow. I'm not sure the current Scottish government would enjoy a Union flag in the Eurovision logo.
