On the presenting point - an easy compromise would be to have a UK and a Ukrainian live show presentation team.
On the technical point, I'm sure the BBC would still downlink via the EBU satellite/fibre circuits, wouldn't they?
Pretty sure everything has to go via Geneva, for compliance issues, so Eurovision can see its the same feed of the same show for all member broadcasters, and coming back again.
If it was routed direct from venue, to broadcaster TX suite, to the local transmission chain, then that allows the back door open for all sorts of unofficial 'localised' input (political captions, blip breaks 'accidental loss of the feed' ect)
