What Jimbo is attempting to explain is the practice of using the BBC2 network feed as a way of getting material to the regions for use in the local bulletins on BBC1. Or more often programmes for BBC Scotland, NI and Wales to show at different times that were before the network showing.
The switching centres in Manchester, Birmingham, Bristol, Cardiff etc would originate their own test card G and music and feed this to the transmitters so that London could send material on the network lines without it being seen on air.
They also used to do it on BBC 1 during the regional programmes on occasion.
