The items on Rewind will be purely BBC filmed material which they of course own, the national news bulletins will have more third party material that's a bit of a minefield to reuse or edit out.
They're also all human interest stories - some more serious news stories are problematic to repeat - there are potential legal and privacy issues with old news stories and the effort needed to research the background of every even slightly contentious news story makes it not worth it
I'm not sure if this is new but I notice that the site also includes the BBC Reminiscence Archive which is a resource primarily for dementia patients by triggering their long term memory
