The point of this exercise is not to provide more local voices. It's to trail different programmes in each half of the country.
To make that work, they need a different announcer so they can plug different programmes on the ECP and over idents, and to deal with the fact that the trailers on each feed might be a different length, so having a different announcer means the symbol and announcement can be a different length.
