Dumb phones? They're called feature phones, and they actually use 2G, so no they won't.

Pretty sure the plan is to turn off 2G as well.

That would require refitting millions of smart meters in the southern half of the UK (plus the other stuff I mentioned up thread, though probably that's a less onerous task)

Similar to the idea Keith pointed out through, perhaps establish a bespoke 2G network for such devices. A bit like the private GSM-R network that the train companies use.
