But then why have this during CBBC's downtime/startup?
If you've got a system, why are the children's channels the exception during promos and presentation? We know that CBeebies have started to implement the logo in other promos (such as the "WE GOT THIS" campaign which has been used on and off-screen)
If anything, the fade into the BBC iPlayer symbol is only passively a "Eh, whatever, it's done, dusted" motive, instead of the blocks just simply moving into centre frame.
There is eye catching, and then there is following BBC brand guidelines. The personality of a brand shouldn't be lost because they happen to follow the same branding as One/Two/Three/Four/etc. In fact, who's to say you can't express personality from what you've got in the idents? Hell, CBBC followed guidelines back in 1997 and I'd say what they were able to do with a yellow scheme is warm and inviting. I understand CBBC has NEVER followed BBC brand guidelines from the years 2002 to today, but still, you'd want consistency throughout the many BBC brands, not just slapping the new Reith BBC logo and calling it a day.
