It also appears to have quite a few hotels within a short walk, which will be useful for performers and crew, as well as those attending. Transport wise there's a railway station nearby, and more widely Glasgow has its metro underground system, direct Glasgow (Central) to London (Euston) train links, as well as the airport. I can imagine for the BBC hosting it in one of the nations or at least outside of London may be politically beneficial. It wouldn't surprise me if unofficial discussions have been taking place for the past month prior to today's official announcement by the EBU.

From what I hear, your suggestion is highly likely to be what has taken place.
