At the end of the day, this is all up to the EBU at the moment. Though it's exceptional for another country to host, this is an exceptional circumstance and no doubt discussions will go on for a while. Suspilne and the Ukrainian government may well have taskforces trying to establish the possibility of hosting Eurovision in Ukraine - but, as the situation stands, even they know that it's an unlikely prospect which requires a significant change in the conflict in the space of approximately 3 months - the EBU needs to get insurance and stuff, which nobody's gonna be able to get for Ukraine as it stands. My view is that the current moves are more so pleasing the public and almost boosting morale, while the EBU are investigating all possible options (as it is obviously not possible yet to ascertain that Ukraine can host).
