Late 90's, surely? And MPEG2 encoders continue to improve even today, squeezing more channels into less bandwidth than ever before.

That's millions of set top boxes and televisions you're consigning to the scrap heap though... on top of the millions more already scrapped at DSO. Not very environmentally efficient.
