I can see a situation like this. These are the scenarios:
1. Ukraine manages, within a year, to end the war with Russia, the country rebuilds, and they host Eurovision in Mariupol. That is an overly optimistic hope.
2. Ukraine is safe enough to host it on Western Ukraine, but the costs of that will be likely very high.
3. Another country hosts it: UK or Poland. Ukranian hosts and crew produce the show, its very much their show, but in another country.
4. Another country outright hosts it.
