Because before public broadcasting, until 2015, NTKU was been state-owned television. And on UT-1 and then on Pershyi natsionalnyi broadcasted the worst programmes in the world, which no one watched. The situation is being corrected by various broadcasts of biathlon and the same Eurovision It was the kind of party television that served Kravchuk, Kuchma, Yuschenko, Yanukovych and Poroshenko (for 1 year). On this channel was broadcasted AntiMaidan organised by the Party of Regions of Yanukovych. It was possible to create Public broadcasting in the 1990s but assured that the broadcaster has this status on documents, defacto it was been state-owned party television which doesn't have any values.
