To be fair it does look different to what people are used to which is probably a good thing. There's not much point (though there isn't really anyway) presenting it from Cardiff just to have a background that looks like what we've seen for the last 20 years.
The Oneness idents were different to what people were used to, sometimes there is a reason that broadcasters haven't gone 'different' in that direction before. The reason that news programmes aren't broadcast from sets that look like grey, abandoned warehouses is that it isn't a great look.
I'd agree that just presenting random bulletins from other cities is a bit pointless, particularly in the half-arsed manner that they've decided to do it. But Cardiff is an odd-one-out in how they've presented it. Glasgow, Belfast and Salford were done with a skyline view, Cardiff is being presented in such a way that seems designed to show off their new HQ - you might as well show off the more visually interesting parts of the building. Though, to be honest, trying to use the Cardiff HQ in a similar manner to NBH just won't work - it doesn't look good on camera, with the lack of any colour being a major factor.
