I think if it were just individuals it may be reluctantly accepted but the fact they have a hockey and curling team doesn't really wash under the neutral banner. I suspect as well the games being in China may have somewhat influenced the decision.
It might end up with that as the IPC could u turn knowing it would likely be over turned as it’s easier to stop people boycotting if they can blame CAS for not allowing them to do it.
