I'm going to stick out like a sore thumb here and say I'm a big fan of BBC 4. Timeshift was a wonderful programme and yes there is always the retro content.
I have a theory that if the licence fee is abolished then the BBC many go down a route of "primary and secondary" services where BBC 4 may find itself as a "legacy" online/streaming service while focus is given to the "best of" programming eg SCD and EE.
