Though I suppose its probably safe to assume Stranger Things won't be appearing out side of Netflix any time soon, at least not until a few years after it ends its run.
I'm not really sure how things work with Netflix/Prime Originals syndication wise, from what I can make out a lot of them are indie productions from the off (Stranger Things is made by Shawn Levy's company for one thing). It all seems similar to the Channel 4 model.
I think Netflix (and other streaming services) are missing a trick by not allowing more of their older shows to be syndicated. I subscribed to Netflix for a while a couple of years ago primarily because I'd watched the first season and a half of The Good Place on E4 and wanted to watch the rest of it straight away. If Stranger Things was shown on linear TV now with a gap of a year or so between seasons, I imagine quite a few people would be encouraged to get Netflix to see the newer episodes.
