The BBC England technical infrastructure in the regional centres is almost exclusively SD still & at least 15 years old..
I'm taking the 2022 date as when BBC 1 HD be regionalised, (and thus you will be able to view your regional programme in upscaled SD, and not necessarily in HD) and NOT when all regions will be producing their programmes in HD
The regional centres currently opt themselves in & out of the network sustaining feed locally (in other words, the regional output of BBC 1 originates from each centre). The plan is to implement centralised opting (where the region controls the network switch remotely), but that project hasn't started rolling out yet either (to the best of my knowledge) - and this is the core of regional HD rollout.
Indeed it is, but it seems feasable that even given the traditional snail's pace and procrastination that many BBC technical projects suffer, that should be achievable by the end of next year!
