Seem to recall on the day of Diana's death, Cartoon Network had a banner asking viewers to switch over to Sky News.

The banner on Cbeebies is probably for the parents' benefit.

I think the banner on Cartoon Network then was pointing viewers to CNN, not Sky. Not only are they owned by the same company but I don't think the CN was a Sky Multichannel subscription channel back then

But on your other point, yes it's obviously for the parents
