There will be a reason why production companies dont accept unsolicited material, and that's usually because if they happen to be working on a format that matches something Joe Public has sent in then there will be a problem. many people and companies have faced litigation in the past because they came up with, or were already working on, an idea that was accidentally similar to one sent in by a member of the public.
Of course on the other hand, unless your format is something decreed as the best thing sliced bread, chances are it'll never get any further, especially if it gets stuck in so-called development hell, and good luck getting it out of that once its in.
