Nothing. The programme before it was a bit longer than an hour so the news started at about two minutes past.
Normally in those situations the long programme would start a little early. Maybe drop some breaks before and after it. Never heard of the BBC News SCHEDULED to not start on the top of the hour. That causes all kinds of confusion at the regions, and creates a problem for the News Channel. Did something else happen earlier in the evening which made them run late?
They've been semi-regularly not hitting the 10pm start exactly for a few years now when circumstances demand it. It's just a common sense approach when ITV have been doing the same for decades, but for the BBC it's a couple of times a month compared to a couple of times a week at ITV.
