Yeah DCMS or Scottish Govt and the BBC will definitely spend 30m on a Ukranian show. 
Importing a Ukraine production team is beyond ridiculous. All the UK cities currently interested in hosting aren't doing it for their solidarity with Ukraine. It will clearly be a British show with nods to Ukraine.
The EBU themselves have said that ensuring Ukraine’s win is properly reflected in the show will be a main priority - so I think it’ll be more than a “nod” to Ukraine. Frankly, I think this is perfectly reasonable, as correct me if I’m wrong, but this is the first time a country hasn’t hosted it after a win due to being at war, previously it’s been financial circumstances.

I think we need to cool it on the hyperbole, Ukraine aren't going to withdraw from Eurovision just because they cannot host it.

I'd rather Graham be left to commentary really. Indeed when you really think about it he may be excellent on the radio and have had acclaim for his chat show but his hosting of light entertainment formats has never set the world alight.
To be fair to him, most of the shows he has hosted were complete tosh, Totally Saturday the main culprit.

And to be fair part of his appeal on things like the ALW shows was that he wasn't a Dermot or Tess clone. Not sure whether he falls into the safe pair of hands or a bit of a risk category - I think Graham would either be really good, Petra style, or underwhelming.

Graham was a good host of the ALW shows because it was camp and didn't take itself seriously, plus Graham could also banter with the judges, and he also works well as commentator on Eurovision. However, I have noticed that he has trouble improvising or filling gaps when on his own. I remember when there the You Decide show which Josh Dubovie won, there was a point when the autocue stopped work briefly and Graham floundered a bit not knowing what to do. If he does end up hosting next year's contest, I could see him and Mel being paired up again, as Mel's more than capable of filling gaps if needed.

I really like to think we can do better than Graham Norton and Mel Giedroyc though, but the reality is we probably can't.

I think Mel would be great in the green room, full of innuendo and camp and that’s just what it needs to make it less stilted than it was this year
Mel’s time as potential Eurovision host has passed I think, great as she is. I’d be amazed at anyone other than Rylan and AJ Odudu right now.

Well, that's to be expected. Although I'm amazed it's the Sun and not the Mail.
As I said earlier, it needs to be sold to the gammonny sceptics as "helping out Ukraine" as an extension of everything else we've done.
