NPO Radio 2 have a special set at the Eurovision Song Contest venue in Rotterdam, from which they have already been broadcasting.

Apparently listeners/viewers will be able to appear on the TV sceens in the studio by joining via Zoom (which will presumably be vetted...). More information.
