On October 28, 2002, this happened:

Yep, this is the day all the ITV regions collided in one big explosion of blue and yellow cubes, becoming the newfangled, national ITV1, whose “1” would be retained until 2013

So, was the switch worth it looking back? And whaddya think of the idents on their own merits?
Actually ITV1 first appeared on air in August 2001, this example from September 11 2001:

And of course appeared on the Carlton idents (and the Granada equivalents) of the time:

which we know were all replaced with the yellow and blue "cube" look you mention debuted in October 2002.

The whole ITV1 was an attempt IIRC to unify it with ITV2, although I dare say the concept was lost on most people.
There were also a promo for ITV1: (from 1:18)

Crazy to think it's been this long, the local newspaper in my area still had 'Border' in their listings until only a couple of years ago.

Funny looking back how the execs at the time spoke of rolling out ITV1 Scotland and Northern Ireland, and yet STV is still around and ITV1 Wales is long gone.
"It's Monday 28th October, good morning and welcome to ITV1."
What an iconic quote.
It’s kinda of interesting how STV and UTV (eventually) accepted this new look over time:

I wonder what lead them to this decision?

I bet that paper got taken over, and started using a national template? I know all of the papers published by Reach use a common design.

Yep! The Cumberland News was part of CN Group but taken over by Newsquest and since then using national-wide listings. Before it was always 'Border' even in articles on ITV programmes
The UTV Celeb idents didn't last long....replaced by boring rubbish like this.

So bad the background freezes before the end.

I feel like STV, UTV and Channel TV could have been forced somehow to adopt the celebrity idents, given they tried to use them as unoften as they could, glued their own logos on top of the ITV1 logo, and in the case of STV and UTV dropped the idents almost as soon as they could/had suitable replacements ready
I said that 1991 needed to happen for ITV to survive the era of Satellite television, at least from a functional POV. The removal of regional identities and continuity? Personally, I don't think that was a good decision. I understand wanting to consolidate your brand under one name, alongside your business (given that Carlton and Granada would merge in 2003, creating the company we know and love today) but there were so many different approaches you could have taken with it. You didn't have to get rid of Tyne Tees or Westcountry as names on Television. You could consolidate the business, but it was all a step too far.

UTV actually adopted the look on the same day as the ITV1 regions although the startup at 9:25 on that day used the old ident.

Scottish and Grampian (which still existed as separate brands at that point) adopted it later, possibly some time in the new year but used different music.

Don’t think any of it was due to being forced to adopt it. They (and Channel at that point) were separate companies and could have done what they liked.
Carlton actually had its own "local" idents that were used sporadically between 2002-04, as seen here:

That's actually the news safe ident introduced part way through the celeb idents' run, so both ITV1 and Scottish/Grampian had versions of it too. It DIDN'T replace the celeb idents.

Well UTV still had this boring break bumper turned ident still going after the UTV branded celebs had been ditched. You would get junction after junction with no continuity with this boring blue ident, frozen onscreen while UTV waited for the Network to start the programme!....while a quick flip over to ITV1 would still have Cilla or Tarrent idents in full swing, so yes here in UTV land this boring basic half hearted ident did replace the celebs.
