The exception being London which just had network announcers and idents. I've read before that an ITV1 London ident went out once (on the day the 2003 idents were launched I believe) but never used again.

I thought these appeared after the Carlton name vanished (soon after the ITV plc merger)? I definitely remember the Carlton name being used to introduce news and regional programming slots in the Midlands until that point - I remember thinking it was bizarre because Carlton was not any more or less regional a brand as just ITV1 would have been.
They appeared later, after the merger was agreed but before it was completed (when they knew Carlton was on the way out, in other words). It may have happened around the time the Mark II celebrities (there were two batches, incredibly for a look that lasted just over two years). Until late 2003 local idents were “ITV1 Carlton” with the full Carlton logo, star and all (whereas Granada regions had just the name in text).

Meanwhile in UTV-land - yes the news ident (Big Blue) did become UTV’s only ident, for way too long a period. The network celebrities didn’t last long and UTV never got the second set, while I don’t recall the regional celebrity idents being around for long either.
