I presume in that situation they would try and reserve many of the tickets for Ukrainians with the audience not much more British than a usual contest

That hasn't been confirmed by the EBU so as far as we know that isn't the venue. That is probably what Zelenskyy has said.

What about Lviv, or even Uzhorod (it's a city on the Slovakian border)?
