Wasn't the early 90s Movie Channel ident, the one used when Sky first took over the channel, based on an American ident? Might be that the agency reused some assets when creating the ident?

Firstly there is a bit of confusion here between direct inspiration, and the era of design style that is visible here. News 24's programme titles are very 90's in their colours and design/editing.
Also Carlton and BBC Choice were done by the same design studio, so similarities there are self-evident.

I was displeased when Carlton took over Westcountry. I had only ever seen an ident when visiting a friend in London, and someone ringing a bell didn't appeal to me.
However, they changed and developed very nice idents. I remember the day they announced "This is Carlton for the Westcountry", it was actually rather nice. even though Westcountry's idents were OK.

I mean, there's taking inspiration and there's, well, look at it!
Reminds me very much of Alpha in Greece, who decided to just outright clone BBC 2's Blade and Water idents in the 90s, as well as Channel 5's five colour stripe break bumper.
