Yes. Indeed, Pick was what used to be Sky 3 IIRC, and was the channel Sky used to air the "extra" Premier League games they aired on a FTA basis in the summer to conclude the delayed 2019-20 season.
IME from watching Challenge they plug other Sky channels and services in breaks more than they do their own channel.

It's better than ocean noises.Well, they don't really expect people to sit through the music loop, they'd much rather have you flick the channel over to BBC One to catch whatever the important news was instead of watching essentially nothing. It is quite a nice track though.

Yes, that's correct, I think that's a general rule with most broadcasters. Also in a lot of places, live non-news productions are told that their presenters should not announce the news before handing over to the news report.
Somewhere there's a whole procedure for what to do with a studio audience when something like this happens - something about not letting the warm up act announce it and having to get the most senior person they can find down to the studio floor to break the news.
