I'm not sure. You could have a bunch of stuff ready to go - wildlife docs, Coast, Portillo's railway docs, Repair Shop, Hairy Bikers, Mary Berry etc - inoffensive stuff checked in advance for no mention of anything to do with the royals that would be suitable to play out after an hour or so of news simulcast for the announcement, in the most likely scenario where the obit is due to natural causes or after an illness.
If there is a wider news story attached to the circumstances of the obit then sticking with the simulcast for a little longer buys some time to work out what to do.

I think based on yesterday when the Queen goes the entire BBC will shut down for a week.
Had to chuckle at Radio 1 trying to make BBC Sounds happen. To be honest I'm surprised they didn't shut down that place I'm constantly told to go to, iPlayer, in all its 25p film effect glory.

Having seen the coverage, I believe things have generally been handled incredibly well, bearing in mind the reduced staffing in many departments. I know Jeremy has said previously on his radio 2 show, that there is only really a couple of staff, who are behind the glass, and their main role is to keep the show on the air, make sure the guests are all queued up and to prompt the presenter, with the majority of the team working remotely. I believe i have read in normal times that radio stations would get a few moments notice to hand to Radio4, but clearly at the moment, it is very much dependent where the person notified is working, this can lose those precious few seconds etc.
As far as sperate coverage by different radio stations is concerned, I think this may be a visual demonstration of the cuts the BBC have made to their news output over the last few years, smaller pools of people take longer to mobilise, plus the immediate commentators will be in demand by other news outlets, therefore reducing the outlets, reduces the demand, and therefore in turn enhances the quality of the coverage they do provide.
Looking at TV the BBC handled the coverage very well, I think its right for the first few hours to be wall to wall coverage, they have a very different remit from channel 4 and are Britain's flag bearer for broadcasting. Any programming which is shown will have to be reviewed to ensure that there is no remark which could be deemed offensive considering the news, this does take time, rather than have no output on a channel it makes sense to replicate it.
ITV did very well to mobilise the team very quickly, it would help that the lunchtime news was being prepared so there would be key people all available to produce the programme. If the news had broken at a time of day when there was not a programme being actively prepared for, then will they be able to get a programme mobilised as quickly?
Channel 4 fulfilled their remit as an alternative broadcaster and provided a choice of programming to watch.
Channel 5, this exposed the issue with having such a small news team, the lunchtime update typically only has one or two reports, with the news reader talking over the other stories. They have prepared well by having obit programming ready, however I found out the news 20 minutes after the news had broken and channel 5 were halfway through the obit programme with a strap over the top of the screen telling people the news that he had passed away, with no real further detail about what had happened, therefore is it not likely that people will switch to other channels?
Finally back to the BBC and the criticism of the black straps on the children's channels, it is obvious that this is an information message for parents who are looking after their children, but at the same time does cause an issue, as i am sure some kids would have seen that come up and switched over and been given coverage which was not aimed at their age group. The BBC said when Newsround bulletins were cutback last year that there are no cuts to the team, I would have liked to have seen an earlier update than at 4.30 in the afternoon. Perhaps they should have utilised some of the North West Today technical staff to get a short programme out, even if it is just who he was and how the news impacts everyone. However I do fully understand that COVID could have changed these plans.
But as said in the opening point I do think that all of the channels did a fantastic job and I hope that afterwards all of the teams look at what worked and what needs further refinement.
