I'm pretty sure the BBC DOG is embedded into the iPlayer video files for every programme. This is in contrast to something like ITV Hub, where (IIRC?) the DOG is added by the player/app in real time.

It was probably ordered before the rebranding was even an idea. A lot of new BBC kit has been waiting around for the best part of 2 years, waiting for the pandemic to be over before installation.

Oneness idents feature a range of locations across the whole of the UK. The new BBC One idents were clearly shot in and around London. Nations were not happy, delay has been put in place to allow other idents to be produce.
I thought at least one of the new idents was shot "up north" - I don't have a link but it was in a park overlooking a northern town, and a few people posted about actually seeing it being filmed on Twitter (does anyone else remember, this or have a link?). Production crew confirmed they were filming idents for a TV channel, though I don't recall BBC One being named specifically.
I don't quite understand the rationale, though I'm not disputing it, as didn't the oneness idents have new extra ones added over time?

Oneness actually aren't that representative. There are idents from London, Newcastle, Plymouth, Wales, Scotland, Northern Ireland and that's about it. None at all from the midlands or South. At least not to my knowledge. Perhaps others will correct me for which I'll apologise, but I agree, the rationale is odd. The BBC could get around the London Centric argument by simply saying "Nations have been asked to produce their own idents in this style in order to make them feel relevant to their regions. They will be on screen soon."
You are right though, Oneness launched with just 2 English idents. Swimmers and Exercise class. These same two idents were shown non-stop for three weeks. When a programme was shown that was too sensitive for the idents to be shown, instead of launching an additional one or using forest, they brought back one of the Circles idents to introduce the programme, I'm sure many will remember.
But hey ho, life goes on, after all, they are only idents and not the most important thing in the world, so I've come to accept that the BBC have their reasons, logical or illogical.

What do we think will and won’t change on Wednesday?
I think we’re confident we’ll see the new BBC branding across TV - with updated BBC One and Two idents and brand new BBC Four idents (but in the existing style). But sounds like very little change to BBC News until next year (according to CleanFeed). There’s been talk of a new look CBeebies but not sure if that’s been confirmed? And haven’t seen any word on CBBC.
Then online - we know a new BBC News app is in the pipeline but I’d be doubtful if that launches on Wednesday. The BBC News website homepage still needs moving over to Reith too, could that happen on Wednesday? I would like to think BBC iPlayer and BBC Sounds will fully update their websites/apps with the new branding immediately. A new look BBC homepage is probably likely?

I doubt it will be a big bang this is Auntie Beeb, it will take years for them to implement it and we will be moaning about it for years about the inconsistencies.

Personally, I think the only thing we'll see on Wednesday is the updated BBC logo slapped on existing idents and a few title / credits sequences. Everything else remains as it is.

Playout and downloading are effectively the same thing AFAIK, they are cached versions of the same processed file. Going back to the original question, which was around does iPlayer have versions without the DOG on, I'm pretty sure it does. Whether they will use these next week I don't know, as it might involve re-processing the files. It depends at what stage the DOG is added, it may well be a layer added in the player, not the encoder. Sometimes you see iPlayer programming with two logos overlapping (BBC three and BBC).
