BBC licence fee to be abolished in 2027 and funding frozen - Keith - 27-01-2022 At risk of delving into the realms of fantasy schedules looking at the spend v RAJAR figures 1 Xtra and Asian Network. As of 2020-21 1Xtra had a £8m spend but only 2% reach in 2021 Q3, whilst Asian Network had £7m spend and only 1% reach. For comparison Radio 4 extra had only a £3m spend but a 4% reach. I suspect any outright closure of either station would be met with public and political resistance. However I'd suggest there's a case for reducing the budget if they're unable to increase reach, even if the savings are relatively small. One possible way for 1Xtra would be to make the schedule more automated/presenter-less as online stations 1 Dance and 1 Relax appear to be. For Asian Network they could consider renaming it '1 Asian' to bring it under the radio 1 branding, and potentially also a weekly programme on Radio 2 or local radio to reach non-digital listeners. If they're reaching people their other channels don't then they're arguably doing their job. Radio 4 Extra may have the wider reach, but it's probably largely an audience already well served by BBC Radio. P.S. What is the situation with CBeebies Radio - is it just on Sounds or is it also on DAB? Does it have strands on R4 Extra? Anyone know how they get away with putting together that schedule without the need for any of it to be broadcast on a traditional station? Whereas both 1 Dance & 1 Relax are just streams repeating hour blocks broadcast on Radio 1. If they commissioned shows which weren't popular then that's a different thing but choosing to exclude certain viewers is wrong. The 7-9pm slot on BBC Three would have seemed to be a logical place to give this type of content greater prominence, especially it was initially touted as being a 'teen zone', but it seems they would rather go with repeats of Top Gear and Race Across the World instead. Several times, I notice that the text raises concern with the BBC's impartiality. I won't offer any further comment to that as I'm sure many will be able to draw their own, personal, conclusions - namely that either they'll agree with it, or feel the Government are exacting a revenge of some kind. Personally I'm concerned that allowing advertising on the BBC will thin out the already thin cake. This will have a detrimental affect on every other commercial channel as advertisers switch their spending to advertising on the BBC. For example, Strictly could completely wipe out the value of the inventory on ITV, C4 and C5. One option might be to allow advertising between programme junctions but not during programmes themselves. But that advertising spend will still come at the expense of the existing commercial outlets. I wonder if the way forward might be rather than having a television license, instead have a levy tacked on to the purchase of anything that can access BBC services - computer, mobile, tablet, radio, smart speaker etc... even taking radio out of the picture (which one can legally access without paying a license fee) it's not just televisions that can access BBC TV anymore, and I believe any future funding model needs to reflect that. Besides, I keep thinking that the Beeb could have the government switch the funding from licence fee to income tax (like NRK and SVT); or member-supported like PBS & NPR. RE: BBC licence fee to be abolished in 2027 and funding frozen - London Lite - 29-04-2022 Depending on the show and the time, France Télévisions use a mix of ad scheduling between shows and in a couple of cases, especially during quiz shows scheduled in daytime, they have a commercial break. However they're banned from scheduling commercial breaks during shows after 9pm local time to protect the ad revenue of the commercial channels during the most watched period of the day. Sponsorship of programmes is allowed however. This could be a model for a ad funded BBC in the future which allows for off-peak advertising, but not during prime-time. You may end up with the likes of The One Show and EastEnders gaining sponsors, but they wouldn't have commercial breaks. BBC's 1, 2, 3 & 4 will all have "corporate underwriters" aka sponsors for their programmes. Daytime BBC1 & BBC2, along with BBC3 may also have limited commercials. somewhere in the range of 4-6 minutes an hour. BBC News and CBBC will probably just have limited advertising, again no more than 6 minutes an hour. CBeebies is the weird one there, with maybe corporate underwriting and less advertising. BBC national radio will probably be mostly sponsors and advertising, although Radios 3 & 4 may not have advertising and just "corporate underwriters" BBC Local Radio will have to focus on local sponsorship & advertising from local businesses, and won't be allowed to take national sponsors or adverts. The National Regions, will probably end up with similar restrictions to BBC Local Radio.
