Yup this. I would also say that Channel 4 News' editorial stance may also be a reason for the channel being "punished" by the government.

It would be good if a CIC was formed to purchase it and then run it similar to now. Unfortunately, unless a lot of wealthy individually want to put in the big money needed to purchase it, they will never match competing bids. Hopefully, they will be a requirement to reinvest a minimum of the percentage of profits back into the business.
I do wonder if ITV might actually be willing todo that as part of a deal to get around competition concerns, although obviously the only advantage to ITV of running it as a not for profit subsidary is to prevent competitor getting their hands on it.

Would also be a good way for ITV Studios to quite substantially grow its number of commissions, obviously providing the rules regarding independent commissions are changed. If they can't use C4 as a way of boosting the Studios side I don't see their being much value for ITV.
Presumably the definition of what an independent producer is must be continously evolving. It seems unfair to define one of the many ITV Studios brands, or Endemol/Banijay brands for example, in the same category as a genuinely independent production house without the backing of a multinational.

As if Discovery doesn't own ENOUGH channels already, being that they're about to merge with a movie titan.
To me, ITV or Discovery seem incredibly likely - I can't really think of any other major players who would want to buy C4
Former Channel 4 boss, Luke Johnson was on GB News with Liam Halligan stating that he thinks Channel 4 should be floated as a PLC. Could be an avenue to go down if there are no potential buyers.
I suspect the most likely buyer will be a fairly anonymous investment group - and that may be just as dangerous as a media organisation with a conflicting ideology if it strips the profits not just out of C4 but out of the country too.

doubt it'll be ITV, given the total overlap in terms of being a PSB with prime EPG placement. Aside from the competition concerns, why would they need another prime slot
